I like the russian spy, I'm curious to see how you can visually make it about surveillance. :]
2 is the best concept wise but 1 has a lot of potential as well.

Maybe combine the Russian Spy with Time Travel to the 80's and who's afraid of cameras but has the paparazzi chasing him and likes donuts. Boom. Combine all 3! Haha. It makes me think of Austin Powers.
